GO ZERO Incentive Program for Zero-Emission Heat Pumps Re-Opens

Diamond Bar, CA – The South Coast Air Quality Management District (South Coast AQMD) will resume accepting applications today, for its $21 million GO ZERO Pilot Incentive Program. The program provides substantial rebates for single-family homeowners and small businesses transitioning from conventional gas or propane systems to high-efficiency, zero-emission heat pump space and water heating technologies, helping reduce energy use and lower utility bills.
 
In February 2026, South Coast AQMD temporarily paused accepting applications to conduct a review of the program and adjust the application and payment process. Based on that review, South Coast AQMD integrated additional behind the scenes technology designed to provide a more seamless, secure experience as the South Coast AQMD prepares for a broader program phase in Fall 2026.
While the program has re-opened for applications, funding for multifamily properties is fully reserved and depleted for this phase. To date, the GO ZERO program has already enabled more than 2,000 single-family homes to replace natural gas or propane furnaces and water heaters with zero-emission heat pumps.
 

Additional Funding Availability:

 
  • Single-Family Home Rebates: Limited funding remains available, with standard rebates ranging from $1,000 to $2,000 per unit, and up to $3,000 for properties in overburdened communities.
  • *Small Business Rebates: Full initial funding remains available, offering rebates up to $4,000 per heat pump system to help local businesses lower operational costs and emissions.
 
GO ZERO incentives may be combined with other eligible incentives and rebates, allowing applicants to maximize available funding and further reduce the cost of installing qualifying heat pump technologies.
 
Zero-emission heat pumps operate up to three to four times more efficiently than traditional gas systems. Capable of providing both heating and cooling in a single unit, heat pumps can replace legacy gas furnaces, air conditioners, and water heaters with clean electric technology that reduces energy

consumption and improves local air quality. To qualify for GO ZERO rebates, newly installed heat pumps must replace existing gas or propane equipment.
 
Rebates are processed while funding lasts. Property owners and small businesses are encouraged to apply early at www.aqmd.gov/gozero.
 
*Eligible small businesses include independently owned and operated businesses that meet at least one of the following: 100 or fewer employees, annual gross receipts of $5 million or less, or, nonprofits exempt from federal income tax under Section 501(c)(3).
